小城镇的社区化社会保障与制度创新

基于对小城镇社会保障所面临的困境的认识,本文认为小城镇作为城市化的过渡带,可以借鉴大中城市的经验,实行制度创新,发展社区化社会保障,本文解释了小城镇的社区化社会保障的涵义,并就建立“三维多层面”的社区化社会保障模式进行了初步探讨,对发展小城镇的社区化社会保障的意义作了论证。

On the Community Social Security and Institutional Innovation in Towns

Based on the understanding of dilemmas encountered by social security in towns, the thesis proposes that towns, as the transitional areas to urbanizations, must develop community social security by drawing lessons from experiences accumulated by metropolitans and carrying out institutional innovations. It also gives an explanation of the community social security in towns, makes a tentative discussion on establishing community social security in a "three dimension and multi level mode", and makes argumentations on the significance of developing community social security in towns.
