| 摘 要： | 和谐社会需要以公正作为道德基础。公正意味着个体权利和义务的统一、确认社会个体之间的平等关系、是社会个体或组织守法的表现。以公正为基础的社会是一个互惠、互利的、充满活力和稳定的社会。制度公正是构建和谐社会的根本途径。
