执政党及其对政府的控制

执政党与政府的关系是一个复杂的范畴。文章从政府官员的任命与政策制定两个方面来探讨执政党与政府的关系,并认为执政党只有在政策制定、官员任命两方面实现了对政府的控制,才可以说执政党实现了对政府的完全控制。然后,以美国和日本两国执政党与政府的关系为例,论证了在当代民主政体下,执政党通过政府官员的任命以及政策的制定可以对政府施加影响甚至进行部分的控制,但没有哪一个执政党可以实现对政府的完全控制。

The Party in Power and Government Control

The relation between the party in power and government is quite complicated.It is discussed in this paper the appointment of government officials and policy making to reveal the relation between the party in power and government.Cases concerning the relation in the United States and Japan are analyzed with the conclusion that the party in power controls the government by appointing government officials though the complete control is impossible.
