地方政治现代化的尝试：清末福建谘议局选举研究

清末谘议局的选举是地方政治走向现代化的初步尝试，地方官员、士绅在筹备过程中做出了很多努力。在前人的研究基础上，结合原始资料，对清末福建省谘议局的选举进行较为详细的研究，对选举权的限制、选举资格调查的不完善、选举过程中出现的怪现状，不能只做简单地批评，而应根据当时的实际情况来分析问题，真正认识到中国第一次选举的历史意义。

Modernization Attempt of Local Politics: A Study on Fujian's Parliament Vote in the Late Qing Dynasty

The Parliament vote is a primary attempt of local political modernization in the late Qing dynasty.Local magistrates and esquires made great efforts during the process of preparation.On the basis of the formers' research and with source material,this paper discussed the Fujian's Parliament vote in the late Qing dynasty.Instead of giving the simply criticism to the restriction of voting,imperfection of voting qualification investigation and the strange phenomenon in voting,we should analyze the problems based on the temporal practicality and realize in deed the historical significance of the first vote in China.
