| 摘 要： | 政府行为模式，是政府行使行政权力所采取的一种基本稳定的权力运行机制，它与当时政府所处的经济社会时代的要求相一致，受经济社会时代的影响而变化。知识经济时代，政府行为模式发生了巨大的变化，本文即论述了政府行为模式8个方面的变化与创新。
