摘    要:20多年来,我国本科教学工作评估历经了分类评估、并类评估和评估组织化三个阶段,这反映出鉴定性、竞争性价值取向得以强化的现状。社会对评估期望过高,误解与失望也多。政府(国家)是“效率”理论坚定的捍卫者,必然选择鉴定性、竞争性的价值取向。学校为了获得政府控制的教育资源,也为了获得政府与社会的认可,往往在同政府保持一致与独立自治之间面临困惑,乃至陷入困境。现实的出路,在于准确定位教学工作评估的主导方向,构建以发展为本的评估机制。

Abstract:The evaluation of undergraduate education in our country has experienced three phases during re-cent twenty years : typological evaluation,integrative evaluation and organized evaluation.It reflects the current situation that identified competitive value orientation has been strengthened.The higher our society looks forward to the evaluation,the more misunderstanding and disappointments appear.The government is an unshaken guarder to the "efficiency theory",so identified competitive value orientation will be the inevitable choice to the govern-ment.In order to gain education resource controlled by the government and recognition from both government and society,university often faces a dilemma between keeping a consistence with the government and keeping its in-dependence,which will lead to an embarrassing situation sometimes.Practical solution to this problem depends on correctly determining the leading direction of teaching evaluation and constructing evaluating system which benefit development mostly.
