论社会生态平衡及启示

社会生态平衡是指国家社会管理职能的确定、社会管理机构的设置、社会管理人员的素质和能力、社会管理系统运行的机制和方式等与社会环境相适应，它具有相对性、综合性、宏观性、暂时性等特征。依据社会生态平衡原理，我们可以得到如下启示：首先，我们必须深刻把握我国的社会环境；其次，必须明确社会管理体制改革的目标和主要任务；最后，必须始终坚持社会管理体制改革的性质和不可动摇的原则。

On Social Ecological Balance and Its Enlightenment

Social ecological balance indicates that confirmation of social function, setting of social organs, diathesis and ability of managers, mechanism and ways of managing system are all on speaking terms with social conditions. Sociai ecological balance is characterized by relativity, synthesis, grandness and temporality.
