| 摘 要： | 高新技术产业的发展受到技术生命周期、投资规模、投资风险等因素的综合影响。在信息化社会，处理好公共与私人投入的关系对高新技术产业的发展尤为重要。分析了公共与私人投入对高新技术产业的影响。为了对它们之间的关系进行探讨，引入了社会回报率概念，认为政府投入应该重视技术的“溢出”效应，合理刺激企业对高新技术产业的投入。

| Abstract: | The technology life cycle, the scale of investment and the risk of investment are the factors influencing the development of hi-tech industry. This paper indicated that a good relationship between public investment and private investment is very important to the development of high-tech industry in the informationalized society. This paper firstly analyzed public investment and private investment on hi-tech industry, then used the society return rate to analyze the change of hi-tech industry. Public investment should make up for the shortage of private investment. |
