| 摘 要： | 晚清时期 ,封建制度已日趋衰微 ,吏治也是江河日下。吏治之成败 ,事关大局。针对官僚体制的种种弊端 ,黄爵滋提出了整饬吏治的主张。第一 ,广贤路 ,不拘一格 ,成人之长。第二 ,严察核 ,赏罚分明 ,去人之短。第三 ,清理欲 ,鞠躬尽瘁 ,百姓为上。如此 ,则人才奋兴 ,政教修明。尽管黄爵滋的吏治思想属于地主阶级改革派的思想范畴 ,但是 ,客观而论 ,今日仍有可借鉴之处。 |
