With the development of private economy and the further reform of financial system, the call for establishing community-run banks is rising and it has become one of the hot issues in financial field. This paper has discussed the necessity, possibility and the restraints of the development of community-run banks, as well as their choices for market entrance, the purpose of which is to promote the development of the banks of this sort and to set up the financial system in accordance with the market economy, therefore raising the efficiency of the financial system in resource collocation.
