论传统行政文化的转型机制

摘    要:传统行政文化是行政体系的深层结构 ,是政府管理活的灵魂。中国行政改革面临的现实困境 ,要求传统行政文化作出创造性转化。传统行政文化的创造性转化是文化主体对其进行文化反省、发现和选择的过程。在这一过程中 ,主体要不断对传统行政文化进行扬弃 ,以提取契合公共行政的精神价值 ,并摒弃其间的封建思想毒素 ,使中国公共行政的观念世界得以净化 ,实现正义、民主、法治、公平等世俗信仰的回归。传统行政文化的创造性转化同时是个漫长、复杂的行政思维传统的变革过程

Abstract:Traditional administrative culture is the deep structure of the administrative system, and also a live soul of administration. The actual difficult position that the reform of China's administration is: needihg a creative transformation made by traditional administrative culture, and this transformation will be a process of self-examination, self-discovering, and self-choosing by the culture subject in this process. The subject is to sablate the traditional administrative culture, so as to extract the spirit value that is fit for public administration, and to eliminate the feudal poison, for the purpose of purifying the concept world of China's public administration, and the returning of common belief including justice, democracy, law-ruling and impartiality etc. In the mean time, the creative transformation of traditional administrative culture will be a long complicated transforming process of administrative thoughts tradition.
