浅论终身教育法的调整范围、立法模式和基本原则

终身教育是贯穿于人的一生并扩展到社会各个方面的连续性教育.国民教育是终身教育的重要组成部分,应当纳入终身教育法的调整范围.终身教育法宜采用基本法和特别法分别立法的模式,先制定终身教育基本法,然后根据终身教育基本法确立的目标、基本原则和具体架构,制定或修订终身教育特别法.终身教育法需要坚持保障公民终身学习权利原则、政府主导和社会参与相结合原则、统筹教育资源与拓宽学习渠道原则、尊重学习意愿与引导学习行为相结合原则.

Adjustment Range,Legislative Model and Basic Principles of the Law for Lifelong Education

Lifelong education is a continuous education that individually involves in the whole life and extends to society various-ly. National education is an important part of lifelong education,and it should be included in adjustment of the law. The law of lifelong education should be divided into basic law and special law separately. Basic law of lifelong education should be established first,then the special law of lifelong education should be set up according to the aim of the target,fundamental principle and instruction. The law of lifelong education should adhere to integrating civics' learning right,government leading and social participation,runeducation re-sources and expanding learning and respect learning desire and guiding learning principle.
