| 摘 要： | 自1988年至今,英国的基础教育财政拨款制度主要经历了两次大的改革.由于改革所处的历史背景不同,执政党的执政理念也有所差异,因而呈现出了各自不同的特点.第一次改革关注的重点是提高教育经费的使用效率.第二次改革则是在兼顾效率的同时,更关注了教育公平问题.

| Abstract: | British fiscal funding system of basic education has experienced two major reforms since 1988.The two reforms showed different characteristics because of different historical background and various ideas of governing.The first reform emphasized on improving the efficiency of educational funds.The second reform not only paid attention on efficiency but also equity. |
