市场经济条件下的消费效率和公平不同于收入分配上的效率与公平。效率主要是通过价值规律的调节作用和竞争机制实现的，而消费公平要遵守“市场内公平”和“市场外公平”两方面的规则。“市场内公平”可以促进生产力发展和社会进步，直接体现效率，“市场外公平”能够在一定程度上起到对“市场内公平”的补充和矫正作用．间接地达到促进效率提高的目的，二者共同构成现代社会消费公平大厦的基石。

Consuming efficiency and fairness in the market economy differ from the income allocation efficieney and fairness.Efficieney is primarily achieved through regulating the value principle and competing system.While the consuming fairness is supposed to obey both rules: fairness inside the market and fairness outside the market.The former can promote the development of the society,and exhibit efficiency directly.Meanwhile,the latter can,to a certain extent,perform the functions of complement and adjustment to the fairness inside the market,and improve the efficiency indirectly.Both of them constitute the cornerstone of the consuming fairness in the modern society.
