| 摘 要： | 我国科技体系的最大问题是缺失了从基础研究到产业化应用之间的技术开发环节,其根本原因是经济全球化使得以技术开发为目标的国内科研机构面临激烈的国际竞争,丧失了国内市场;次要原因是国家对这个环节重视不够、投入很少,在科技评价方面存在错误导向,其中过分注重论文指标的负面影响最广;另外,我国企业重引进、轻消化吸收,重硬件、轻软件,重国外技术、轻国内技术的错误思想对自主技术开发也有很大的负面影响。

| Abstract: | The most serious question of the Chinese technological system is that development in businesses is deficient between research and industrialization due to the heavy competition resulted from economic globalization.Moreover,government fails to pay sufficient attention,nor investment.Misled orientations prevail in indexes of the academic papers,hardwares and introduction of the foreign technology,which is not helpful to the creativity in technological development. |
