打破农村劳动力转移"青年怪圈"的人力资源开发策略

从历时性角度分析,我国农村劳动力转移正步入"青年怪圈",并对农村剩余劳动力消化、城市劳动力市场的供求结构性矛盾等产生不良影响。农村劳动力文化素质和职业技能的相对不足,尤其是农村高中阶段教育的长期滞后发展,是这一"怪圈"形成和不断循环的重要原因。建议通过大力发展农村高中阶段教育,尤其是农村中等职业教育,继续推动农民工培训工程,加强企业在职培训,开发农村中年以上劳动力资源等途径,从而打破"青年怪圈"。

Human Resource Development Strategies for Breaking through the "Vicious Circle of Youth" of Rural Workforce Transfer

Analyzing from the perspective of progress,China's rural labor force transfer is entering a "vicious youth circle",and it has adverse impacts on decreasing rural superfluous laborers and structural conflict between supply and demand of workforce market in city.The relative lack of cultural and vocational skills,especially the long-term underdevelopment of senior school education in rural areas has formed the "vicious youth circle" and make it last.To break the vicious circle,the suggestions are:developing rural senior school education(especially rural secondary vocational education) vigorously,continuing to promote the training of migrant workers,strengthening in-house training of enterprise,developing rural middle-aged labor resources,etc.
