| Abstract: | The market economy is as the necessary road of economy construction and development in our country .It is matched with the socialist rule by law. But the economic development in all parts of our wide country is out of balance. The local rules laid down according to actual situation of all parts of our country are the supplement to the central legislation and have the significant function to the local economic development. |
