流域管理机构若干问题研究

实行流域综合管理是当前世界各国治理水问题的普遍趋势。《水法》确立了流域管理与行政区域管理相结合的管理体制，这是我国水资源管理体制改革取得的重要进展。然而，在实践中，由于流域水问题的复杂性以及现行管理体制的不足，流域管理机构未能承担起综合管理的职责。因此，还需要进一步推进流域管理体制改革。

Study on Several Issues about the Administration Institution of River Basin

To carry out the integrated administration of river basin is the universal trend of solving the river problems in the world."Water Law" establishes the administration mechanism based on the combination of administration of river basin and region.It is the important progress in the field of the administration mechanism of river resources.However,because of the complexion of the river basin problems and the imperfection of the current administration mechanism in practice,it is impossible for the administration institution of river basin to take on the responsibility of integrated management.Therefore,it is necessary to promote the reform of the mechanism.
