| 摘 要： | 托马斯.戴伊说过"凡是政府决定做的或不做的事件就是公共政策。"政府是图书馆事业发展的责任主体之一,图书馆建设离不开政府政策扶持,本文就对图书馆政策问题的选取,如何进入政策议程等方面的研究,来探讨图书馆政策议程何以成为可能,并借此抛砖引玉。

| Abstract: | Thomas R·Dye once saied ＂all affairs the govemment determines to do or not are public policy＂. For county library, the Government is very important. How can we select library policy problem and get into govemment policy agenda, all of this should be researched. |
