论马建忠的对外经济思想

马建忠深受西方重商主义思想影响,力主发展外向型经济。在对外贸易方面,主张提高产品质量,建立股份公司,开采金银矿,轻减税厘,分类征税,调整进出口税;在引进外资方面,主张取信有本,官司为商借,偿负有期,借债办企业不能让洋商入股等。其思想尽管有时代的局限,但在当时能够运用西方资产阶级学说论证和说明中国问题巳是难能可贵了,而且他所倡导的外向型经济体系学说终究为中国经济赶超世界水平提供了方向。

On Ma Jian-zhong's Out-oriercted Economy Theory

Ma Jian-zhong,greatly infiuented by the western commerce-emphasized theory,called for developing out-oriented economy.To the foreign trade,he insisted on improving quality of the products,founding stock corporations,exploiting goid&silver mines,lightening tax&reduce "Li"(akind of Chinese currency);collecting tax separateiy,modifying the input&out put tax policy,and so on.To the introducing of foreign investmten,Ma Jian-zhong insisted on credity.He suggested that government should lend money to the businessmen to open enterprises in which foreigners were forbidden to invest.He also insisted that those businessmen should pay the debt on time.Although there exists some limit in his theory,it is much advanced for him to illustrate&work out some Chinese problems by using western capitalism economy theory&The out-oriented-economy system advocated by Ma Jian zhong after all paved the way to catch up with&even pass other advanced countries.;
