论WTO体制下的蓝色贸易壁垒——国际劳工标准

在WTO自由贸易体制下,形式多样的新型非关税壁垒应运而生。因此,国际劳工标准问题成为近年来南北贸易的争论焦点之一。本文主要从国际劳工标准的本体论、发展论和应对论三个方面对该问题进行全面阐述,着重提出尽管将劳工标准与国际贸易挂钩不具有合理性,但是在发达国家的积极推动下,这是大势所趋。包括中国在内的发展中国家应当在据理力争的同时积极应对,在未来的WTO新规则中赢得主动。

On the Blue Trade Barrier under WTO System:International Labor Standard

In the free trade system of WTO,dozens of the new non-tariff trade barr iers are coming.Hence the international labor standard has been one of the issu es in the global trade in recent years.This article analyzed the problem roundly in the three aspects that the international labor standard itself the de-velop ment of it and the solution to it.The author emphasized that despite the illogic ality of the combination between the labor standard and trade the integration w ill be inevitable for the pro-motion of the developed countries.The key for the developing countries including China is to negotiate in WTO actively and prepare fully for the coming situation which will make them achieve the initiative in the new rules of WTO.
