| Abstract: | The development of secondary education is linked to the educational policies,however,during the course of adopting and enforcing the policies,we can see clearly that many factors such as the dispute between the parties,the offering of funds,the identifying of class status and the cultural traditions and so on have been affecting the policies of secondary education. |
