| 摘 要： | 电子邮件作为最典型的增值业务，在中国Internet的发展中发挥了尤为重要的作用，成为政府信息化的整个环节里的重中之重。与此同时，电子邮件所面临的安全及其证据效力问题也给行政执法带来了新的挑战。通过剖析电子邮件在行政执法中引发的一些问题，尤其作为证据的效力问题，提出了完善的建议。

| Abstract: | From analysis of the status that there is a certain difference in the development level and layer among present college journals, it is learned that the research on individuality development of college journal should be emphasized. College journal of high academic quality and of strong specialty shall try taking the road to industrialization; while to most college journals, they do not apply to industrialized development ; instead, they shall pay attention to the quality of compiling and proofreading and shall be done well in an earnest and down-to-earth way. |
