| 摘 要： | “两减少，两扩大”刑事方针是宽严刑事政策中宽的一面的具体要求，其和宽严相济刑事政策之间是一般与具体的关系．它要求对初犯、偶犯、未成年犯和老年犯中一些罪行轻微的人员实行非犯罪化、非刑罚化和非监禁化的处理，对我国当前的刑事司法工作具有重要的指导意义。
