摘    要:以北京地区16所有代表性的高校为调查对象,通过问卷调查了解各图书馆和馆员对职业资格认证制度的认识、期望以及目前高校图书馆推行职业资格认证制度的可行性及存在的障碍。通过调查结果分析,认为目前高校推行职业资格认证的主要障碍是缺少统一的行业管理及相关法律保障,如何妥善处理职业资格认证制度与现行职称评聘制度及岗位评聘制度间的关系也是一大问题。建议采取与薪酬福利挂钩的自愿认证和部分岗位认证的方式,统一由权威机构和认证队伍负责推动,由高校自愿申请或由主管部门指定部分高校逐批推广,同时理顺与事业单位岗位设置、图书馆专业技术职称制度的之间关系。

Abstract:This paper selects 16 representative colleges and universities libraries in Beijing area as the investigation objective. It investigates the libraries' and the librarians' understanding of the professional qualification certification system and expectations through questionnaire survey, and its feasibility in university libraries and the existing obstacles. The results show that the main obstacles of the current professional qualification certification to colleges and universities libraries are lack of a unified industry management and relevant legal protection, and how to properly handle the relationship between the professional qualification certification system and the current title appraisal system and position evaluation system. Therefore, voluntary application to the qualification certification should be tied to the salary and welfare, and part of the posts should be certified first. Secondly, the authority and certification team are responsible to promote. Furthermore, the professional qualification certification should be voluntary applied in universities or colleges, or selected and gradually popularized by the competent department. It is necessary to straighten out the relationship between position settings of the institution and professional and technical titles system of the library.
