和谐社会是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。在其建构过程中，政府处于主导地位，承担着巨大的职责和责任。本文从和谐社会的要求出发，论述担负职责和责任的责任政府。

The Responsible Government of Harmonious Society

Harmonious Society is a democratic, lawful, fair, justicial, veracious, companionate, lifeful, balanced, orderly society, in which all people are harmonious with the nature. In the process of its building, the government plays the leading role and takes on the heavy responsibility. Starting from the request of Harmonious Society, we dissertate the responsible government taking on function and responsibility.
