实施绿色发展 转变经济发展方式

文章重点围绕应对国际金融危机、全球气候变化和解决国内资源环境问题的三重挑战,根据国内外有关发展绿色经济的经验、存在的问题和障碍,提出在"十二五"期间及今后10年应以绿色发展为统领,以绿色创新为手段,以资源环境绩效、结构调整和发挥协同效应为重点目标,构建综合发展框架,整合循环经济、低碳经济等相关发展理念,发挥多种手段的组合效益,创造出新的绿色发展模式,实现建设绿色中国的构想,为自身乃至全球的可持续发展做出重要贡献。
