论政治监督的改革与完善

我国政治监督体制,存在监督权受制于执行权、自上而下监督代替平行监督和自下而上监督、重事后监督,轻事前事中监督等缺陷,并由此造成监督实践中的“虚监”、“弱监”、“失监”和“禁监”。改革与完善政治监督,必须加强对执政党的监督;建立健全权力制约机制;加快监督法制建设,完善司法体制;调动公民政治参与的积极性;充分发挥舆论监督作用。

On the reform and perfection of political supervision

There are some shortcomings in our present pllitical supervision system, e. g. the position of supervising is lower than that of the supervised, supervision from above replaces parallel supervision and supervision from below, the stress on supervision afterwards rather than on that beforehand or when problems arise, imperfection of supervision laws and regulations, etc. Such shortcomings have caused "nominal supervision" , "weak supervision", "lost supervision" and "prohibited supervision" in supervision practice. To reform and perfect political supervision, we must strengthen the supervision of the party in power, consolidate checks and balances, speed up the construction of supervision laws, regulations and system, perfect judicial system, arouse the enthusiasm of the citizens for political participation and bring the supervising role of media into full play.
