从行政学的视角审视体制问题

摘    要:组织体系存在的体制问题实质是组织体系之内或组织体系之间存在的权力主体的构成不当、权力主体之间权限设置不当而产生的问题。体制问题具有系统性、结构化和复杂化的特征。严格意义上的体制问题只有五类。诊断体制问题既要从体制问题产生的领域层面又要从体制问题产生的要素层面进行。一般意义而言,引起体制问题的主要要素有:职能归属、财政管理制度、人事制度、绩效管理制度。

Abstract:Essentially,the system-problem of the organization comes from to the improper structure of power of main body in the organization or the improper setting of power among the organizations.The system-problem is systematic,structural and complicated.The system-problem proper has five types.It is necessary that to analyze the public sphere,the private sphere and the quasi-public sphere as well as the important factors while we diagnose the system-problem.Commonly,the important factors leading to the system-problem are the function-attached,the finance system,the personal system and the performance management system.
