基于ANP的低碳旅游城市发展度评价研究

建设低碳旅游城市是应对气候变化和发展低碳经济的一项重要举措,低碳旅游城市发展度的评价对实现旅游城市低碳化发展具有重要的意义.在对国内外现有低碳旅游城市发展现状进行分析的基础上,建立了一个一级指标：低碳旅游城市综合发展度;3个二级指标：城市旅游竞争力水平、城市低碳化发展水平和区域环境支持指数;31个三级指标组成的低碳旅游城市发展度评价的指标体系.采用ANP方法,构建可量化的低碳旅游城市发展度评价模型,并对青岛和与其行政级别相同的14个城市的低碳旅游发展度做出综合评价.

Evaluation of the development level for low-carbon tourist city based on ANP

The construction of low -carbon tourist city is an important measure to tackle with climate change and to develop low-carbon economy. The evaluation of the development level for low-carbon tourist city has significance to build low - carbon tourist city. This paper establishes evaluation index system of the development level for low-carbon tourist city which includes a primary index （comprehensive development degree of low-carbon tourist city） , three level two inders （competitiveness level of the low-carb0n tourist city, low-carbon tourist city development level, and the regional environment supporting index） , and thirty one level three indices. Then the paper adopts the ANP method and constructs the quantifiable evaluation model of the development level for low-carbon tourist city. Finally the paper evaluates the development level of Qingdao and other 14 cities on low-carbon tourist development.
