| 摘 要： | 政府采购是一种特殊的交易活动,必然也形成一种文化——政府采购文化。借鉴企业文化理论,高校政府采购文化体系建设的核心应该包括精神文化、制度文化、行为文化、物质文化。该文结合高校政府采购的特性,构建政府采购的文化体系和效果评价,分别从精神文化、制度文化、行为文化、物质文化4个层面提出切实可行的实施途径和方案。

| Abstract: | Government procurement is a special kind of exchange activities.It will form a culture,i.e.,government procurement culture.Using the theory of corporate culture,colleges and universities government procurement culture system construction should include moral culture,institutional culture,behavioral culture and material culture.Integrating government procurement characteristic,this paper builds government procurement culture system and evaluation,and puts forward some feasible approachs and programmes from the four-level cultures. |
