浅谈普通高校教师权利与义务制度的建设

提高高校教育教学质量、办人民满意的教育，离不开对教师权利义务的落实和他们积极性的充分发挥，而教师权利义务的落实和积极性的充分发挥都与高校能否自己制定出一个切实可行的教师管理规章制度有密切关系。本文根据《教师法》、《高等教育法》等法律规定的教师的权利义务人手和高校教师管理中实际状况出发，对如何通过高校的规章制度的制定进而落实好高校教师的权利义务、充分发挥其积极性的问题进行探讨。

On the System Construction of University Teachers'Rights and Duties

For a university, Without the implementation of teachers＇ rights and duties and their working enthusiasm, It is almost impossible to enhance the teaching quality and open the education pleased by people. Furthermore ,Both of which are also closely related to whether the universities can make a practical regulations of teachers or not. According to regulations of teachers＇ duties and rights in Teachers Law and Higher Education law and the practice of the regulations laid for teachers, the paper analyses how to implement the teachers ＇rights and duties and bring teachers working enthusiasm into full play through making properly the university regulations.
