| 摘 要： | 民办高等教育的发展有其必然性，且已进入了一个显著增长的新阶段。当前关于民办高等教育谈论的焦点是“不以营利为目的”，这主要涉及到公益与营利的问题。其实二者分属不同层面，并非不可调和，它们是对立统一的。协调好二者的关系，找到一个最佳结合点，互相促进，最终合取得“双赢”。

| Abstract: | It is necessary to develop non-governmental higher education, and it has entered a new period of growth now. The present focus of non-governmental higher education is about profit seeking and public welfare. They are in the unity of opposites. As long as dealing with the two elements' relationship properly, both the society and the non-governmental higher education may benefit. |
