深圳全民素质提升计划实施研究——以开放教育为主阵地提升市民素质

深圳作为一座移民城市，在建设现代化、国际化先进城市的进程中，对人口素质也有了更高的要求。提升全民素质，特别是在职劳动者的技能和素质，具有十分重要的现实意义和实践价值。通过总结发达国家和国内发达地区提升公民技能和素质的成功经验，结合深圳的经济社会发展和人力资源状况，依托深圳电大“中职-电大直通车”、“开放教育校企合作模式”、“学分银行”和“社区教育”等办学创新及特色，整合深圳市现有的教育资源，提出符合深圳实际的全民素质提升计划，并给出具体目标及相应的推行思路。

Implement Research of Promoting the Quality of Whole Shenzhen People

As an immigrant city, Shenzhen requires the higher quality of the population in its process of construction of a modern international city. Improving the quality of whole people, especially workers’ skills and qualities, is of very important practical significance and value. Through summarizing the successful experience of the developed countries, we can promote citizens＆#39; skills and qualities. Combining with the economic and social development and the human resources conditions of Shenzhen, as well as relying on Shenzhen Open University’s“Secondary Vocational Education-Open University Express Train”,“Cooperation Education Pattern between Open University and Enterprise”,“Credit Bank”,“Community Education”and other educational innovation and features, Shenzhen integrates the existing education resources. This paper provides a quality promotion plan which accords with the local practice and gives the specific objectives and corresponding implementation methods.
