当代中国地方治理的政治生态分析：基于府际关系

当代中国地方治理的实践,肇始于1978年的改革开放。改革开放30多年取得的辉煌成就,证明了中国特色地方治理所具有的优越性。同时,我们也注意到,中国特色的地方治理处于发展阶段,这就决定了它本身尚有不足之处,特别是作为其政治生态的府际关系存在诸多问题。针对当代中国地方治理政治生态存在的问题,我们认为,应从以下几个方面加以改善：首先,依法明确规定各级政府的职责和权限。其次,对省级以下各级地方政府的税收权限及税种进行明确的划分,并尽快建立以均等化拨款为基础的财政转移支付制度。再次,变梯度分权为均衡分权。最后,完善地方政府官员的产生方式,引导地方官员树立科学的政绩观。
