| 摘 要： | 论述了武钢推进“三个转变”中从组织层面要着重解决的问题，从加强“服务型”党组织建设、强化基层党建工作责任制、探索完善分层分类党建工作管理体系三个层面探讨了武钢“三个转变”过程中党建创新的取向，提出了“三个转变”过程中人才开发创新的思路与措施。
