| 摘 要： | 民国初年,财政极端困难,梁士诒出于多重原因主持募集民初公债并取得成功,创造了中国公债史上的最好成绩。在募集中,梁士诒的经济才能得到展示,灵活而务实地处理好各个环节,再加上官僚资本的积极参与,构成了成功的主要因素。
