政府知识管理的框架模型与运行机理研究

政府知识管理是政府组织在管理过程中的一种理念创新，对其提高政务效率和社会服务能力具有重要促进作用。在回顾国内外政府知识管理文献的基础上，从层次、流程、对象、要素、范围耦合的系统视角提出宏观、中观、微观3个层次的政府知识管理框架模型，并分别对其战略联动机理、博弈均衡机理和优胜劣汰机理进行分析，为政府知识管理理论与实践提供借鉴。

Research on the Framework Model and Operating Mechanism of Government Knowledge Management

Government Knowledge Management is a theoretical innovation of government organizations in administration process.It plays an important role in improving the efficiency of government affairs and the ability of social service.Based on the review of the literatures concerning government knowledge management both at home and abroad,this paper proposes the framework models of government knowledge management at the macroscopical,middle and microcosmic levels from the systematic perspective of level,process,object,factor and scope.The paper analyzes their mechanisms of strategical linkage,game equilibrium and survival of the fittest separately so as to provide references for government in studying the theory and practice of knowledge management.
