| 摘 要： | 在中国西北少数民族地区,公民权利类型的历史变迁往往伴随着权利发展中的质变,权利发展中的曲折和反复深受国内外政治环境的影响和制约,权利发展的历史进程表现出显著的“差序格局”特征。中国宪法载入一般人权条款,预示着西北少数民族地区公民权利保障史上的一次历史性飞跃。西北少数民族地区的特殊社会经济发展进程为全景式观察公民权利的生长过程提供了一个极为难得的学术样本。

| Abstract: | In northwest minority areas,the right development is winding and repeatedly due to deep influence of political context;The right development historic course remarkably displays the pattern of difference sequence.The human rights enter the constitution also at the same time to indicate rights historical leap of citizen's rights in northwest minority areas.The social economy development in northwest minority areas provides an academic sample for observing growth process of citizen's rights. |
