| 摘 要： | 民生问题是解决人民内部矛盾的切入点,制度建设是解决人民内部矛盾的落脚点,因之,民生制度工程成为解决人民内部矛盾的着力点。当前,解决人民内部矛盾就是要着力推进民生方面的制度建设,包括改革收入分配制度、建立城乡发展一体化制度、健全劳动就业制度、完善保障救助制度和改进社会管理制度等。与此同时,还要注意协调制度建设中的各种关系、克服制度的路径依赖、努力树立制度权威、建立健全制度的运行机制,力求将民生制度工程的建设成果加以落实。
