| 摘 要： | 无论是从对儿童当前和长期的学习与发展的重要影响来看,还是从教育公平的理念出发,给所有的孩子提供优质的学前教育已经或正在成为许多国家政府的共识和使命。作为学前教育质量保障的全国性学前教育质量监测体系的建立应尽早进入我国教育行政部门的议事日程。这一监测体系的建立还有助于规范教师的教育行为,引领正确的社会舆论,为更好地制订和实施学前教育政策提供重要依据,满足公民对学前教育质量的知情权。为此,需要制订学前教育质量监测的目标体系,研发测量工具,建立评价体系与报告体系,并对监测结果实施问责与干预。
