| Abstract: | By analyzing the theories on the institution innovation,this article indroduces the meaning and nature of institution innova- tion,then proposes that the lag of institution innovation can be divided into 2 types,in the end the factors that cause the lag of institu- tion innovation are described from3 aspects(character,course,circumstance,these three are called 3C). |
