国家中心城市科技成果转化政策量化评价

科学评价国家中心城市的科技成果转化政策,有助于发挥国家中心城市的辐射带动作用,对于推动区域科技创新与经济发展具有重要意义。基于2015-2021年国家中心城市科技成果转化政策文本高频词,构建科技成果转化政策评价指标模型,并遴选出9项典型政策进行量化评价。研究发现：各项政策的PMC指数均值为7.34,整体状况优秀,但还存在3项共性问题：政策目标制定欠周、政策工具结构不佳和政策效益维度不全。基于上述问题,提出了优化建议。

Quantitative Evaluation of Technology Transfer Policies in National Central City

Scientific evaluation of technology transfer policies in national central cities is helpful to bring into play the radiating and driving role of national central cities, which is of great significance for promoting regional scientific and technological innovation and economic development. Based on the high-frequency words in the national central cities" technology transfer policies text from 2015 to 2021, this paper constructed an evaluation index model of technology transfer policies, and selected 9 typical policies for quantitative evaluation. It is found that the average VALUE of PMC index of all policies is 7.34, and the overall situation is excellent. There are also three common problems: insufficient policy objectives, poor policy tool structure and incomplete policy benefits. Based on the results, some suggestions are put forward to optimize and improve the policies.
