摘    要:当前大科学装置在国家科技经济建设中的重要性不断凸显,这对装置的运行评价工作提出了更高要求,但当前常用的运行评价指标体系在逻辑性、贴合性及全面性上存在一定的不足,因此本文引入软系统方法进行大科学装置运行评价指标体系的构建。研究以装置相关方的意见为指导,实现对装置“投入-转化-产出”全过程的综合考虑,并以同步辐射光源为例展开实证研究。结果表明,基于该方法构建的评价指标体系可明确指标间逻辑关系,更具系统性和灵活性,对大科学装置的运行规划具有重要的指导意义。

Research and Practice on the Construction of Operation Evaluation Index System of Large Scale Scientific Facilities Based on Soft Systems Methodology
Abstract:At present, the significance of large scale scientific facilities becomes more apparent to the national scientific and economic construction, which puts forward higher requirements for the operation evaluation of the facilities. However, the present and commonly used operation evaluation index system has certain deficiencies in terms of logicality, suitability and comprehensiveness. Therefore, this article introduces the soft system method to construct the evaluation index system for the operation of large scale scientific facilities. Guided by the opinions of the relevant parties of the facilities, the research realizes the comprehensive consideration of the whole process of "input-transformation-output" of the facilities, and conducts an empirical study by taking the synchrotron radiation source as an example. The results show that the evaluation index system constructed based on this method can clarify the logical relationship between the indexes, is more systematic and flexible, and has great significance in the operation planning of large scale scientific facilities.
