| 摘 要： | 网络政治参与具有开放性、即时性、交互性和平等性,在提升政治参与主体的民主理性、参政议政能力等方面具有重要作用,但也存在"网权"不对称、内容不确定、过程不可控及资源不公正等问题。必须以科学发展观为指导,从提高公民的素质入手,同时加强网络政治参与的"软件"和"硬件"建设,才能实现网络民主的有序化、规范化和法制化。

| Abstract: | The political participation in the internet has openness,instantaneity,mutuality and equality,it can enhance the citizens＇ democratic rational and their ability of parting in political activities.There are many unreasonable factors in the internet,such as the information is not identified,the network resources is not fair,etc.We must thoroughly applying the scientific outlook on development,increasing citizens＇ quality,strengthening and strengthen the ＂software＂ and ＂hardware＂ construction,in order to promote stable and sound development of network democracy. |
