| 摘 要： | 总量控制下的排污许可证制度是我国即将(正在)实行的一项环境管理措施(制度)。其旨在保证和改善现有的环境。在贯彻这项制度的过程中,排污指标的规划分配是一项极其重要的步骤。本文主要提出并扼要解析排污指标分配的原则。
