| 摘 要： | 当前，农业、农民、农村面临着一系列深层次矛盾，有效地解决这些矛盾，积极稳妥地实行农村第二步改革，制度创新是动力。农村第二步改革的制度创新主要包括：农村税制创新、行政机构创新、农村户籍制度创新、财政政策创新、农业结构调整等方面。

| Abstract: | At present, agriculture, farmers and villages face a series of deep-level contradiction. Bringing forth new ideas in systems is the motive force to resolve the contradiction effectively and implement the second-step reform in the rural areas positively and steadily. The new ideas should be brought forth for the reform in rural tax system, administrative organization, rural household register system, financial policies and agricultural structure adjustment. |
