| 摘 要： | 高校基层党组织是联系广大师生的桥梁和纽带。当前高校党建的环境发生了新的变化，基层党建工作必须以科学发展观为指导来应对这些新的变化，加强党建队伍建设、加强组织形式和活动方式创新、加强党员发展教育创新、加强基层党建制度创新，以提高基层党组织的创造力、感染力、凝聚力、战斗力。
