论政府规制的道德性维度

文章提出政府规制的可能性和有效性需要多种规制方式共同发挥作用，其中道德作为一种软规制方式的规范调整作用是不可忽略的。强调政府的道德性规制必须具有一个科学的维度，忽视这个维度就很难实现规制的目标。文章将政府规制应当具有的道德性维度概括为六个方面，即政府规制的道德基础、政府规制的道德尺度、政府规制的道德目标、政府规制的道德要求、政府规制的道德约束和政府规制的道德底线。

On the Moral Dimensionality of Government Regulations

The possibility and effectiveness of government regulations presented in this paper needs the mutual interplay of various stipulations, of which the role of morality as a soft manner to adjust norms can not be ignored. The stress on the government moral regulations must fall within a scientific dimension, without which it is rather hard to achieve the regulated objectives. The moral dimensionality of government regulations can be summed up in six aspects--the moral basis of government regulations, their moral yardstick, their moral objectives, their moral requirements, their moral restraints and their moral bottom line.
