公共管理者自身利益构成模式分析

公共管理者既追求自身的物质利益，也追求自身的精神利益，因此可以将公共管理者的利益构成模式上大体上分为三种，即偏重物质利益需求的物质模式，偏重精神利益需求的精神模式以及兼顾物质利益与精神利益的互动模式。分析这三种利益模式，对于充分地满足公共管理者的物质利益与精神利益需求（即追求自身利益最大化），进而为研究公共管理者的行为与公共管理质量的关系，以及提高公共管理质量的途径提供了理论参考框架。

public administrators seek both physical benefit,and spirit benefit.There are three beneficial models of public administrator.one is to emphasize physical benefit model,the other is to emphasize spirit benefit mo del,and the third is an interactive model including physical and spirit benefit.To analyse the models provides theoretical framework for satisfying public adm inistrators' beneficial wants and expounding the relations between their behaviors and public administrational performance,and approaches to improve pub lic administrational performance.
